In the third quarter of 2015, at the prompting/ behest of the Speaker of the Imo House of Assembly, my own brother, Dr Ihim and invitation of the Imo state government, I attended a scheduled projects presentation meeting at the government house Owerri to share some of our creatively conceived, designed, structured, packaged and articulated Private Public Partnership Arranged Projects that are wholly Funded without any cash-outflow from the Imo state treasury.
These PPP structured Projects valued at over N50billion, covered diverse sectors of the economy which include, Oil and Gas, Petro-Chemical, Agric/Agro Processing, Health, Education and Urban Renewal.
The all encompassing scheme was tagged-ROAD MAP TO RE-ENGINEERING IMO STATE. Sustainable Development, Job Creation & Industrialization of Imo State Using Robust Public Private Partnership (PPP) Schemes.
The meeting was scheduled after weeks and months of discussions and exchange of mails. Present at the meeting were the Governor, Rochas Okorocha, his then SSG, Ejiogu, his Chief of Staff, Uche Nwosu, Chairman Imo Council of Ndi Eze, Eze Ohiri, one other person I can’t remember his name and the 27 LGA Chairmen, whom I later addressed.
What we presented to them was a very detailed strategic work plan on the project requirements/ execution dynamics that left nothing to conjecture. That was our mistake. We did not realise then that we were dealing with visioneless, focusless, greedy and massively ignorant folks with no attention span whatsoever for value adding projects. They were/are only interested in what will give them access to quick share and ravaging of Imo treasury.
The Governor was so impressed with the details of the projects’ execution structure, which will not put any debt on the balance sheet of the state and the roles expected of them, that he distributed the mandates on the coordination of each of the projects to Uche Nwosu, Ejiogu, and Eze Ohiri. He later asked me to address the 27 LGA Chairmen and provide them with my contact details since they will be the foot soldiers.
ONE OF THE KEY PROJECTS THAT WAS HANDED OVER TO UCHE NWOSU to coordinate/provide all the needed government supports working with the Private sector investors, led by my very good self was the 50,000 tons per annum Fertilizer Plant that was supposed to be sited at the Ohaji/Egbema axis.
Shockingly, after that meeting, Uche Nwosu did not take telephone calls made to him to consolidate the next steps. Of course, being a busy Executive, I did not waste my time chasing up a young man, who obviously lacked the focus, intellectual gravitas and creative passion to grow/develop the state that was handed over to him. I am also sure that perhaps, because of the planless (as the spirit led antics of the Owelle led government and obvious absence of any action/consequent management matrix in their official reporting lines) the Governor never bothered to follow up with Uche on what became of the PPP schemes that so excited him.
What we later saw on the pages of the newspapers two months after, was a picture of an MOU signing program for the establishment of a Fertilizer Processing Plant, where former SSG Ejiogu and Ogechi Ololo (Owelle’s sister) representing Imo state government sat with some tacky looking asians, tagged Combodians.
40 months after, Ndi Imo did not see those Cambodians again or the Fertilizer plant. What they forgot was that GREED AND ZEAL to circumvent without skills and knowledge is tantamount to abysmal failure.
ANYWAY, WE HAVE MOVED ON. THE MEZIE IMO GOVERNMENT OF TONY NWULU AND NNAEMEKA OBIARAERI SHALL URGENTLY FACILITATE THE ESTABLISHMENT OF THIS 50,000 TON PER ANNUM FERTILIZER PLANT WITHIN 24 MONTHS OF BEING SWORN IN AS THE GOVERNOR AND DEPUTY GOVERNOR OF IMO STATE.
SUMMARY OF THE PROJECT
The Factory will be established with a capacity of 50,000 tonnes per annum of the following lines:
i. NPK Fertilizer
ii. Dolomite Granules Blend and other Mineral Blends
iii. Pulverized Calcium Carbonate (Industrial Grade)
The entire factory complex will be situated in an area of about 60,000 square meters (6 hectares) and will house the following independent structures:
• The Administrative Block 945 square meters.
• Production and Factory Area 4,153 square meters
• Control Room 55 square meters
• Boiler Room 66 square meters
• Workshop/Store 183 square meters
• Gate House 95 square meters
• Generator House 59 square meters
• Transformer House 40 square meters
ESTIMATED PROJECT COST- The total estimated project cost to be executed by a reputable EPC contractor and globally renowned management operators is USD5million/N1.8billion.
The entire project cost will be financed by a combination of equity, debt and guarantees provided by the Private sector partners and the Imo state Government under a PPP framework.
GROSS REVENUE EXPECTATIONS
It is expected that the Project when fully operational will generate a gross revenue of about USD15million/N5.4billion per annum.
The Project will create over 200 direct jobs and 1000 indirect jobs.
The future prospect/potentials of this fertilizer plant are quite enormous. The project will greatly drive its operations on the followings strengths and market openings:
Capture the vast South- South, South- East and Nigerian Market
Draw on available local and highly skilled technical staff
Benefit from state of the factory (Brand new), which reduces the level of investor finance input.
Diversify into production of related products.
Succeed because there is low substitution factor for company’s product
Source 95% of its raw material need locally. The raw material for fertilizer production is 90% natural gas, which is in huge supply in Imo state (many primed/capped gas wells in Imo state)
Massive job creation for Imolites
Boost the Agriculture base of the state
Diversify the revenue base of the state
Put Imo firmly on the map of the revolutionary industrialized states in Nigeria
We shall address in the Mezie Imo series 8, the establishment of the wholly private sector driven 5000 barrel per day Modular Refinery Project, plus the imbedded two units of 5mw captive power projects under the same PPP framework ($100m). We have secured the private sector partners with all the licensing and funding for the immediate project take off immediately we are sworn in on May 29, 2019.
